The medical name for a visible muscle twitch is a fasciculation. Your bicep is made up of thousands of muscle fibres, organised into bundles called motor units. Each motor unit is controlled by a single nerve. Normally that nerve stays quiet until your brain sends a deliberate "contract" signal — you decide to lift the coffee cup, and the muscle obeys.
A fasciculation is what happens when one of those nerve endings fires without a command from the brain. A single motor unit briefly contracts on its own, and because the bicep sits close to the surface with little fat over it, you can often see the result. It is electrical noise, not a structural fault. The wiring is intact; it just discharged a stray spark.
This is a key point to hold onto: a twitch means a nerve fired, which is the opposite of a nerve that has died. Muscles that have lost their nerve supply go quiet and weak — they do not put on a light show.
